Both are public domain.
"Last Time I Saw Paris" was published with an incorrect copyright notice (dated 1945 not 1954) when MGM attempted to renew the copyright in 1982 (28 years after 1954) the renewal registration was rejected as being too late for the date-in-notice.

"The Stranger" was published and registered for copyright in 1946. The registration renewal was due in the registration anniversary window 1973-1974 and no renewal was lodged, so the film entered the public domain.
